Position Description:
Develop, test, deploy, operate, and maintain digital signal processing software and systems in support of a distributed DSP architecture. The Software Engineer will apply DSP expertise to engineer new capabilities, to enhance existing capabilities, and to maximize processing on the available architecture. The Software Engineer will work within a team to administer lab and remote systems/networks, ensuring the security, stability, and effective performance of this DSP architecture. The Software Engineer will play a critical role in engineering these systems and software in an active environment and will collaborate to solve challenging problems of national interest. The Software Engineer needs to have technical expertise and highly effective people skills to achieve these goals.

REQUIRED Technical Skills
(In addition to those outlined in the SOW)
• Extensive experience with the theory and implementation of DSP algorithms
• Extensive experience with C/C++ software development
• Significant experience with Python and/or MATLAB programming
• Significant experience with the Linux operating system, including familiarity with system administration functions

PREFERRED Technical Skills
(In addition to those outlined in the SOW)
• Experience with current developments in computer hardware technology, including tradeoffs and configuration of various components
• Experience with querying and maintaining databases (e.g., MySQL, Elasticsearch, etc.)
• Familiarity with the theory and implementation of machine learning algorithms
• Familiarity with web development, including languages such as Java or JavaScript, frameworks such as Flask or AngularJS, etc.

LCAT Description and Requirements
The Software Engineer develops, maintains, and enhances complex and diverse software systems (e.g., processing-intensive analytics, novel algorithm development, manipulation of extremely large data sets, real-time systems, and business management information systems) based upon documented requirements. Works individually or as part of a team. Reviews and tests software components for adherence to the design requirements and documents test results. Resolves software problem reports. Utilizes software development and software design methodologies appropriate to the development environment. Provides specific input to the software components of system design to include hardware/software trade-offs, software reuse, use of Commercial Off-the-shelf (COTS)/Government Off-the-shelf (GOTS) in place of new development, and requirements analysis and synthesis from system level to individual software components.

• Analyze user requirements to derive software design and performance requirements
• Design and code new software or modifies existing software to add new features
• Debug existing software and corrects defects
• Integrate existing software into new or modified systems or operating environments
• Develop simple data queries for existing or proposed databases or data repositories
• Make recommendations for improving documentation and software development process standards
• Develop or implement algorithms to meet or exceed system performance and functional standards
• Assist with developing and executing test procedures for software components
• Write or review software and system documentation
• Develop software solutions by analyzing system performance standards, conferring with users or system engineers; analyzing systems flow, data usage and work processes; and investigating problem areas
• Serve as team lead at the level appropriate to the software development process being used on any particular project
• Modify existing software to correct errors, to adapt to new hardware, or to improve its performance
• Design, develop and modify software systems, using scientific analysis and mathematical models to predict and measure outcome and consequences of design
• Design or implement complex database or data repository interfaces/queries
• Oversees one or more software development teams and ensures the work is completed in accordance with the constraints of the software development process being used on any particular project
• Design or implement complex algorithms requiring adherence to strict timing, system resource, or interface constraints; Perform quality control on team products
• Confer with system engineers and hardware engineers to derive software requirements and to obtain information on project limitations and capabilities, performance requirements and interfaces
• Coordinate software system installation and monitor equipment functioning to ensure operational specifications are met
• Implement recommendations for improving documentation and software development process standards
• Serve as the technical lead of multiple software development teams
• Select the software development process in coordination with the customer and system engineering
• Recommend new technologies and processes for complex software projects
• Ensure quality control of all developed and modified software
• Delegate programming and testing responsibilities to one or more teams and monitor their performance

Qualifications: Twenty (20) years’ experience in programs and contracts of similar scope, type, and complexity is required. Bachelor’s degree in Computer Science or related discipline from an accredited college or university is required. Four (4) years of additional software engineering experience on projects with similar software processes may be substituted for a bachelor’s degree.
